You are in large ship. They are specks.
Most movements they are making you aren't going to notice. If the ship strafes 2 meters to the right you won't notice because from your perspective (i.e. from the camera) it is a couple kilometers away and taking up maybe two pixels.

I just took my CR90 for another spin, and I was having better luck hitting the NPCs with the turbo lasers than the lasers...

I just took a CR90 out. Had absolutely no issues hitting NPC fighters, killed a few dozens in a few minutes.
As has been said before: disable non-PD guns. This includes the radar dishes and all turbos.

I didn't think to turn off the radar dish, it seemed to help, not sure why but it did

Because the game counts it as a gun, so it factors it into the averaged aim point.
