IMPERIAL LAWS AND CIVILIAN POLICY




Imperial Treatment of Civilians

The Empire encourages civilians to trade and fly in our space. The Imperial Navy's policy towards civilians is this: Civilians are to be considered friendly until proven otherwise. As such feel free to ask an Imperial fighter for an escort, unless they are busy (in conflict or already escorting someone) they should help. All civilian and neutral vessels are expected to comply with any orders recieved from Imperial officers at any time.

If a member of the Imperial Navy wrongly (without provocation) attacks you please report them as we do not condone such behavior.




Imperial Territory

Imperial Space is anywhere that the Empire owns more than 50% of a system or anywhere within 100 kilometers of an Imperial base. Anything within contact range of an Imperial capital ship is in control range. Control range is roving territory. Anything within contact range of a Imperial capital ship is within Imperial territory and subject to Imperial law.




Travel Advisories and War Zones

If there are repeated conflicts or there is a heavy pirate presence in an area in Imperial Space or neutral space the Empire will release a travel advisory for that area. Travel advisories can include an entire system or just a small sphere within that system. Civilian traffic will not be restricted in these potentially dangerous areas, the advisories are strictly to keep the population informed. The Empire expects the respective galactic governments to keep the population informed as to the status of their systems.

If a state of hostilities exists between the Empire and another entity the systems on the borders of those factions are considered war zones. If hostilities commence between the Empire and another entity behind the front line that system is also considered a temporary war zone. Civilians and neutrals are expected to leave the area to prevent collateral damage if a battle or skirmish breaks out and are subject to orders from Imperial officers in the system. Civilians and neutrals are also expected to obey any orders given by an Imperial officer in a war zone. The only exception to this is Imperial officers may not order civilians/neutrals to participate in hostilities or take any hostile actions. Any orders that a civilian/neutral receives will be for their own safety.

Restricted Areas are places where any civilians who were not previously approved to enter will be considered hostile if seen in the area. If sighted entering you will typically be warned to turn around and leave after a thorough scan. Depending on the circumstances you may be put on the watch list, so respect restricted areas. These are typically places of vital importance to the war effort, either a source of restricted material or the site of major military activity. Civilians should not be affected by restricted zones typically, as they tend to be out of the way.

Escorts

Imperial fighters are encouraged to provide protection to civilian pilots operating in our space. Escorts are not to continue outside of Imperial space for the civilian's safety. As such feel free to ask Imperial pilots, especially members of Reaper Squadron, for assistance. Distress Signals are also to be immediately responded to. As such if an Imperial vessel ignores your signal report them.

Faking a distress signal is illegal and result in addition to the watch list!

Diplomatic vessels will be escorted through Imperial territory. In the case of rebel diplomats they may only enter Imperial territory if a meeting was arranged beforehand, if they attempt to enter Imperial territory without consent they will be escorted out of Imperial space. Failure to comply will result in destruction.




Routine Scans

An Imperial fighter may stop civilian ships for a cargo scan, if they are not carrying anything illegal in their hold they will be free to leave as soon as the inspection is over. These scans take about 5 to 10 seconds plus the time to type "you are clear". As such scans are not much of an inconvenience. If a civilian or neutral is acting suspiciously Imperial fighters may follow the civilian/neutral at will until suspicions are confirmed or dismissed.

Running from a routine scan will result in destruction and addition to the watch list. Don't do it.




Provocation

Civilians will be considered hostile if they are doing any of the following: Attacking other civilians, firing at Imperial ships, carrying illegal goods, resisting a traffic scan, or assisting the rebellion. Civilians are asked to refrain from using weapons in Imperial space unless they are actually under attack, as Imperial pilots may believe they are under attack or attacking them.

Registered mining ships are exceptions to the previously stated rule.




Civilian Contracts

The Imperial Navy will contract civilian pilots to do jobs like running cargo, joining a convoy, and bounty hunting. We are currently not contracting mercenaries.

Contracts include:
Permanent Freighter Registry, for a small fee you will be be given priority for escorts and contracts. Illegal goods and war material are still subject to Imperial Law!
Temporary Freighter Registry, once again for a fee you will be allowed to ship a specified amount of war material through Imperial Space. This contract expires after so much time has passed.
Imperial Shipping Contract, we will pay you to run a specified amount of cargo to Imperial bases.

Bounties, we will pay for the continued harassment of a group of faction or the destruction of a specific ship. Bounty hunters are expected to be discreet, loose lips equals NO pay!

Rebellion Space

Civilians operating in space hostile to the Empire are to be considered neutral unless they are carrying war material (commodities required for capital ships) or are actively aiding the rebellion in combat. If a civilian is carrying war material and does not wish to be destroyed they may jettison their cargo (and destroy it) as a declaration of neutrality and will once again be considered friendly.

If you are a civilian pilot under Imperial contract the previous statements do not apply to you.




Taxation

All ships trading in Imperial space are subject to a tax of 20% the profits of their run (not the total value of their cargo).

Ships considered to be dangerous to Imperial security or known to affiliate with hostile factions will be subject to a 40% tax.

If ships cannot pay the tax confiscation of the same value in cargo is acceptable. Ships spotted carrying cargo that are not stopped by customs will be charged on their next meeting with customs. Traders reporting other ships running cargo in Imperial space will be rewarded at command's discretion.

Registration

Vessels can permanently register themselves and be granted an Imperial shipping license for a 50% reduction in future taxes for 1,000 credits per cargo unit they can hold, 1,500 credits for dangerous or known affiliates with hostiles.

Vessels must register beforehand by contacting Imperial Command and paying their tax ahead of time to ship restricted/military goods in Imperial space or hold a special permanent license from the Imperial government.

Smugglers

Anyone carrying illegal goods in Imperial space is a smuggler. Vessels caught carrying contraband or military goods without permission from the Imperial government will have their cargo confiscated, what cannot be confiscated will be destroyed, and offenders will be fined up to 250 credits per cargo unit of illicit cargo. If registered the shipping license will be revoked, repeat offenders risk impoundment of their ship, imprisonment, or death.

Ships that attempt avoiding Imperial customs will be considered hostile if they escape, if caught they will be forced to pay the contraband fine but won’t have to cede their cargo if it is legal.

The Imperial Navy reserves the right to confiscate any cargo it deems dangerous to the Empire's security. This action will only be used if absolutely necessary.

The shipping of construction/war materials through Imperial space is currently heavily restricted. Freighters carrying these without proper registration will be treated as smugglers, we expect freighters that wish to ship goods through Imperial space to state their intentions and register before doing so.




Pirates

Anyone caught attacking civilians is a pirate. Pirates are to be shot on sight. Period.




Bounty Hunting

The ONLY time when it is considered okay to attack another civilian unprovoked is if there is an Imperial bounty on the ship. We do not recognize non-Imperial bounties. Imperial bounties will be posted, approved and paid for by the finance ministry and must be approved by command.

Imperial Bounties:
Any Rebel Fleet Vessel, Bounty based on Size, maximum reward $10,000,000, minimum reward $2,000,000

Upon destroying a ship with a bounty on it take a screenshot showing you have done so and send it to high command. You will be compensated after we receive your message. Destroying NPCs will not count toward a bounty. Destroying Admin Ships will not count toward a bounty. Any information that results in the capture or destruction of a listed vessel will be considered worth one tenth of the bounty offered.




The Watch List and the Death List

If a ship is on the watch list it is prohibited from entering Imperial Space under penalty of death but will be considered neutral outside of Imperial Space. The ship may be removed from the watch list through cooperation and time.

If a ship is on the death list they are considered dangerous to the safety of civilians and national security. Imperials are to shoot them on sight and will hunt them down until they are destroyed. The ship may also become an Imperial bounty.

Due to an recent influx in income from the newly secured Namadii Corridor, along with the increasing trade within the Empire, Imperial Command is pleased to report that the Imperial Bounty List is now updated. We are offering higher than ever rewards for the capture or destruction of enemies of the state.

Note that those on the list are being hunted down as we speak by our forces. However, given the chance that someone gets to them before we do a most bountiful reward is guaranteed.

NOTICE:

After tracking recent illegal war material shipments to the Havath Prime Mining Station in the Muunilinst System the Empire is formally declaring the station to be under blockade. The entirety of Havath Prime's gravity well is a restricted area, any civilians and non-approved personnel who enter the area will be considered hostile to the Empire.

Bounty List Updated:

The Empire is now offering $1,000,000 for the destruction of the freighter Rico.Terras.

This individual ran the Muunilinst Blockade but was intercepting by Imperial forces. He was being escorted to Bilbringi when he escaped by purposely falling out of the hyperspace tunnel to the system. The ship was too far away to intercept and his cargo was presumed destroyed.

At time of posting Rico is flying a Mobquet class Freighter. It is easily intercepted and lightly armed, but as recent circumstances have proven do not give him a chance to escape or attempt escorting him back to Imperial space for capture. We are NOT offering a bounty for his capture. Shoot on sight.

There was a miscommunication earlier today, I'd like to make sure the holder of the following license and/or permit is notified so I am making this information public.

I am sorry to inform you that the license you were given is not legal. Read our section on bounty hunters in the Imperial Public Relations Board. You must apply to Imperial Command via PM on the forum and we will issue the license that way. When you are issued a license you will be given a secret unique identification number that you are required to use as an ID when bounty hunting so Imperial forces can recognize you.

They cannot be issued in game as per (internal, not public as it shouldn't have to involve you, sorry) Imperial law.

They also do NOT exempt you from Imperial law, which you must still abide by as a holder of the license. This means you may not enter restricted zones, carry illegal goods, etc.

Be assured the person who issued you your license was duly reprimanded and reminded of these rules. I apologize for the inconvenience.


PM Imperial Command OR the Ministry of Logistics (Axxif and Technogeist) in order to receive a bounty hunting permit.

It has become known that Incom tagged vessels are shipping illegal giggledust spice from the Fre'ji System.

In light of this and in order to curtail the distribution of this illicit substance a blockade zone has been declared around the Incom Corp Shipping Base in Fresia. Any unapproved ship within a 50-K radius of this base will be considered in violation of Imperial law and hostile to the Empire.
